    Well that’s the rumour, The Wall Street Journal reports that Nokia will launch its ‘Normandy’ phone at Mobile World Congress later on this month. WSJ goes on to say that Nokia engineers had been developing the Android phone before Microsoft stuck the $7.4 billion deal to buy their mobile-device business. ‘The decision to release the Android phone underscores how badly Microsoft and Nokia each miscalculated in the mobile market.
